Hi Brooke. My dogs used to give the side eye to puppies. It was like, "can't you control yourself". Both my girls passed away last year at 13 and 16 years old. They and their "side-eye" are greatly missed.
My cat doesn't get to meet other cats, but we have a second floor condo and he definitely has opinions about the people and dogs that walk by down below. (Spoiler: he is not a fan)

Olivia, one of my two cats (the posh princess) ALWAYS judges her sister Meilou (the special one)'s actions.
Hard to admit it, but she's generally right.
I don’t know if my cat judges other pets, but she definitely judges me. (She is not impressed.)
